It appears this particular lens was manufactured under contract by Kino Precision Industries Ltd. prior to the late 70s, after which Kino established it's own operation which collapsed not long after.
My opinion of this lens is quite mixed: it's a pretty fast lens but it has that certain "Vivitar-quality" quality to it. The images are somewhat on the soft side and colors are somewhat dull compared to different lenses used on the same roll of film. The lens seems to produce a sort of color cast as well but shouldn't pose much of a problem for those who enhance their pictures digitally.
In my opinion, it's definitely not a lens one would want to use for jobs or events, important or otherwise. There are only a couple of lenses that can match its speed but you must be willing to trade quality if you choose to use it for that purpose. However, I think it is fair to say the 28mm Vivitar is good for what it's worth; anyone interested can pick one up easily for $5-10. Similar lenses don't come close.
